Jennifer Zhu Scott is the founding partner of IN. Capital, focusing on AI and deep tech. Prior, she was the Executive Chairman of The Commons Project Foundation, established to built global digital infrastructure as public good. The Commons Project is a co- developer of Smart Health Cards, the COVID health data standard that’s adopted by Apple for iOS15, Google for Google Pay, Samsung, Canada, Japan, multiple states in the US, and hundreds of healthcare providers around the world. Jennifer led the origination, negotiation and closing the strategic investment from Temasek, a critical milestone to institutionalise the organisation. Jennifer was also head of business development and strategy in APAC for Thomson Reuters and led the firm’s voice recognition, speech-to-text, deep search intelligence, video-indexing projects.

Born and brought up in the rural Sichuan, China, Jennifer co-founded one of the first education companies in China and exited before moving to the UK as a senior advisor to the education subsidiary of Daily Mail & General Trust.

Jennifer is Forbes World’s Top 50 Women in Tech in 2018 and Co-Chair of Fortune Global Tech Forum in 2019. She is amongst Fortune’s ‘Most Influential Business Women in China’ in 2021. She is a Board Trustee of Web Science Trust founded by Tim Berners-Lee. In 2013, she was named a Young Global Leader by World Economic Forum. She is a China Fellow at The Aspen Institute and held dual Fellowship at The Royal Institute of International Affairs (Chatham House) under the Digital Society and Asia Pacific Program. In 2014, Jennifer was appointed as one of the 18 council members of China Council, co-chaired by former NDRC Chair Zhang Xiaoqiang and former Australia Prime Minister Kevin Rudd, convened by the WEF’s think tank, Global Agenda Council. In 2016, WEF appointed her for the inaugural Council of The Future of Blockchain, followed by a Council Membership of the Data Policy Council in 2020. She is an inaugural member of Health Council of the New Economy Forum by Mike Bloomberg. Jennifer studied Applied Mathematics and Computer Science at Sichuan University and MBA in Finance in Manchester University, where she earned distinction with her research on PE/VC in China and was awarded as a Distinguished Alumni. She completed the public policy and leadership program at Yale University in 2013, at Harvard Kennedy School in 2016, and at Oxford University in 2017. In 2018, she was also selected to be a part of Princeton University’s first executive education program focused on advanced energy sustainability and leadership.

Jennifer commands deep knowledge in cutting-edge technologies with the context of her appreciation of economics and the insights of China’s consumer market and the nation’s macro strategies. She has consistently been a trailblazer in her fields and is a frequent public speaker and published opinion writer on AI, blockchain, data ownership, and China’s digital monetary strategies. She is the first author laid out the strategies and potential implications of digital RMB in global media back in 2018. Her TED Talk “Why You Should Be Paid For Your Data” has over 3.3 million views. In 2017, she debated against the notion of UBI at Oxford Union. At the Davos 2018, she debated against Nobel Prize winner Prof. Robert Shiller and Swedish Central Bank Deputy Governor Cecilia Skingsley on Crypto Assets. She is the lead author or co-author of numerous White Papers by the World Economic Forum. She is a Senior Technical Consultant to the Season 5 and 6 of the HBO show Silicon Valley.
